People are rejecting Smart Electricity Meters all across the country for reasons, starting from financial loss of taxpayer’s money due to the destruction of existing meters and the environmental pollution due to their disposal, cases of excessively high billing, health concerns about smart meters and their meshed networks, to vulnerability of cyber attacks, data theft, consumer rights violations and violation of due process.
Smart Meters rollout in USA was halted in 2015, after it got taken to court by citizens, where they presented evidence of harm to people’s brains and overall health, and damage to food pollinators such as butterflies & bees, as well as reports of fires caused by Smart Meters. The documentary Take Back Your Power 2017 details all the events and its related proceedings.
Citizens for Democracy submitted a Memorandum to the Chief Electrical Engineer, Electricity Dept of Goa, on 25 Feb’26 regarding concerns of the people about Smart Meters about its applicability for the state if Goa, its legality and financial burden on the state, its safety & data privacy concerns. human rights violations & extremely high bills in others states.

1) The Pros and Cons of Smart Meters – this gives all points you need to argue with Elect Dept officials, your Panch Members, Grams Sabha members & your neighbours.
2) Notice to Departments on Smart Meters – this legal notice document is made by Award Winning RTI Activist Kamlakar Shenoy who is a Goenkar, but lives in Mumbai. Send copies of it to Elect Dept, Superintendent of Police, Collector, Governor of Goa.
3) Gram Sabha Resolution – get this resolution passed in your Gram Sabha and fwd its copy to the Elect Dept. You can increase or decrease the points as per the wishes of your Gram Sabha members.
4) Individual No Consent Notice for Smart Meter – this is a Contract Law Conditional Acceptance letter, for those who don’t want to take an aggressive stand. They will never be able to satisfy your conditions, so they will never be able to instal a Smart Meter at your premises.
5) Electricity Meter Notice – this is the updated No Consent for Smart Meter notice that you need to stick on your meter.
Lastly, you can draft your own notice against Smart Meter to the Elect Dept using all the strong points given in the sections of the document above.

Citizens for Democracy Goa Press Conference on 13 June’26 – We welcome the decision of the CM of Goa to put the rollout of Smart Meters on hold, due to complaints from consumers about extremely high penalties being charged in their electricity bills. We will continue to maintain our stand that Smart Meters is not applicable for Goa, as Goa’s distribution losses are below 9% and the RDSS Scheme is only for states whose losses are above 15%. Goa does not need the unnecessary expense of this 890 crores project, so it should be scrapped totally, like Tamil Nadu and UP and other states have done.
